When users are affected by this bug, Internet Explorer 11 will briefly start and then automatically close. This can be used by the DefaultScope value being removed or a missing SearchScope. According to a new issue posted to the Windows Health Dashboard, Microsoft has stated that starting with the 2019-05 Cumulative Update for Windows 10 Version 1809 ( KB4497934), 'Internet Explorer 11 may fail to open if Default Search Provider is not set or is malformed.'
